The employee organisations have made a joint proposal on pay rises in the collective agreement negotiations of the private social services sector

Yesterday, 8 January, the collective agreement negotiations of the private social services sector progressed to discussion on pay increases when the employee parties submitted their joint proposal for the employer party.

The proposal that the negotiating parties made together is based on the entry in the collective agreement that was effective until 31 December, which stated that the gap of unjustified pay difference between similar duties in the private and public sectors should be narrowed down.

The proposal has been delivered to the employers’ association Finnish Association of Private Care Providers (HALI), and the negotiations will continue on Monday 12 January 2026.

Employees are represented in this agreement by Trade Union JHL, health and social services sector’s negotiation organisation Sote, Talentia Union of Professional Social Workers, and social services sector alliance Salli.

“The agreement text objectives that the employee organisations have proposed together are still being worked on. We have decided together that it’s important to get also the pay increase discussion started already,” comment JHL’s negotiators Tanja Tuunainen-Vainio and Siru Heromaa-Karjalainen.

Until now, the negotiators have discussed the employee organisations’ shared objectives concerning improvements in the collective agreement text. The goal is to find a solution that improves the terms and conditions of employment and the pays for everyone working in the private social services sector.

There are thousands of workplaces that produce services of this sector in Finland. Employees of this sector work for example in assisted living and nursing homes for the elderly, housing services for people with disabilities, mother-and-child homes, shelters, substance abuse services, child protection and support services for these, and as personal assistants.

The sector has several hundred occupational groups and job titles. Practical nurses make up the largest group. Also majority of JHL’s current members in the private social welfare and health care sector work as practical nurses.
