Implementation of the new TATES collective agreement in the municipal sector is postponed, and this is reflected in the pay increase schedule

The preparation schedule of the new collective agreement for technical personnel in the municipal sector (TATES) has been pushed back. As a result, there will be changes to agreed pay increase allowances that were going to become effective on 1 October 2026 and 1 April 2027.

The negotiating parties of the municipal sector – Local Government and County Employers KT, Public Sector Union JAU and the Negotiation Organisation for Public Sector Professionals JUKO – have agreed on postponing the 1 October 2026 pay increase allowances and the 1 April 2027 development programme allowance of the TS and TTES collective agreements and on paying a fixed-term percentage-based pay supplement. This is based on expectation that the implementation of the new TATES collective agreement will begin on 1 February 2028. The postponement of pay increase allowances only applies to municipalities and joint municipal authorities.

TATES is the short name for the new collective agreement for municipal sector technical personnel. The new agreement will replace the current collective agreement for technical personnel in the municipal sector (TS) and collective agreement for hourly paid personnel in the municipal sector (TTES) after a transition period.

The new schedule is outlined below:

The new schedule of the TATES agreement

  • The provisions of the TATES agreement are estimated to be completed by 31 March 2027.
  • Separate instructions for implementation will be provided later.
  • The goal is to implement the agreement at the latest on 31 January 2028.

Changes to pay increases of the TS and TTES agreements

The parties also agree at this point on changes to pay increase allowance schedules and on substituting them with temporary solutions.

Across-the-board increases

Across-the-board increases will be paid according to the original schedule:

  • 1 August 2026: +2.27 %
  • 1 April 2027: +2.00 %

Local adjustment allowances

  • 1 October 2026 (0.20%) → moves to 1 April 2027
  • 1 April 2027 (0.40%) → no change

A fixed-term, percentage-based pay supplement of 0.20% will be paid to employees covered by the TS or TTES agreement as specified in a circular. View the circular in Finnish here.

Development programme allowances

  • 1 October 2026 (0.40%) and 1 April 2027 (0.40%) → move to implementation of TATES
  • 1 February 2028: 1.00% → no change

The changes above apply to employees of municipalities and joint municipal authorities.
