As of 18 April, ban on overtime and shift swaps will continue until further notice in municipal sector

Trade Union for the Public and Welfare Sectors JHL, Trade Union Jyty and JUKO are declaring a ban on overtime and shift swaps for the municipal sector, in force until further notice, as of 18 April.

A ban on overtime and shift swaps concerning the entire municipal sector will start on Monday 18 April 2022 at 12.01 am. The ban will be in force until further notice. With the bans and strikes, the organisations wish to speed up reaching an agreement for the municipal sector.

The ban on overtime and shift swaps concerns the following agreement sectors:
• General collective agreement for the municipal sector (KVTES)
• municipal collective agreement for the education sector (OVTES)
• municipal collective agreement for technical personnel (TS)
• municipal collective agreement for hourly paid personnel (TTES)
• collective agreement for the health and social services sector (SOTE).

The ban does not apply to office-holders covered by municipal-sector agreements. In addition, work tasks that must be performed in order to protect life and health are ruled out of the ban. Work tasks that concern general safety or safeguarding of assets, that cannot be postponed to a later point in time, have also been ruled out of the ban on overtime and shift swaps.

Previously, JHL, Jyty and JUKO have organised three one-week bans on overtime and shift swaps in the municipal sector on 7-13 March, 21-27 March and 4-10 April.

– The municipal sector’s collective agreement negotiations are in a difficult situation. They’ve reached a point where a solution is being sought after with the help of a conciliation board. JHL wants a pay regime and pay raises in euros for the entire municipal sector, President of Trade Union for the Public and Welfare Sectors JHL, Päivi Niemi-Laine, states.

– The ban on overtime and shift swaps will be put into place until further notice, so that a solution would finally be found. We are ready to come to an agreement, but not on any possible terms and conditions. The entire municipal sector deserves fair pay raises and a pay regime, Trade Union Jyty’s President Jonna Voima says.

One-week strike in Helsinki Metropolitan Region after Easter

Previously, JHL, Jyty and JUKO have filed a strike warning concerning a one-week strike in Helsinki Metropolitan Region (Helsinki, Vantaa, Espoo and Kauniainen) after Easter (19-25 April). The strike applies to approximately 31,000 employees. If no agreement is reached on the municipal sector’s terms and conditions of employment, the strike will take place.

The previous strikes of JHL, Jyty and JUKO were organised as two-day strikes in Rovaniemi, Jyväskylä, Oulu, Turku, Tampere and Kuopio.
