A settlement proposal in the collective agreement dispute of the private social services sector – answers expected on Sunday

The National Conciliator issued a settlement proposal for the deadlocked collective agreement dispute of the private social services sector this Saturday. Answers from the agreement parties are expected on Sunday, and after that we will know if the planned strikes will go ahead on Tuesday.

Trade Union JHL’s Executive Committee and Union Council will meet on Sunday and decide on approving or rejecting the proposal. The other negotiating parties will likewise process the proposal in their executive bodies.

The National Conciliator requires answers to the settlement proposal by 5 pm on Sunday 15 February. If the settlement proposal is not approved, JHL’s strikes will go ahead on 17–19 February 2026.

The strikes will concern selected workplaces of the private social services sector in different parts of Finland, as well as specific pay groups at member companies of Hali. See here for more information on the strikes.

The negotiations are deadlocked over disagreements on developing the terms and conditions of employment and on the level of pay increases. JHL considers the propositions of the employer party insufficient.

The collective agreement for the private social services sector has been negotiated since November last year. The National Conciliator began mediating the dispute at the end of January. This collective agreement is applied for example in private assisted living facilities for the elderly and for people with disabilities, nursing homes, mother-and-child homes, shelters, private child welfare institutions, personal assistance, and home help services.
