The weekend will determine what happens next in the labour conflict of the private social services sector – strikes next week still possible

The parties have sought a solution to the disagreement on the collective agreement terms and conditions for the private social services sector under the lead of the National Conciliator every day this week. Efforts to find a solution will continue throughout the weekend. JHL has issued a strike warning for next week to boost the negotiations.

If an agreement is reached in the weekend, the strikes that JHL has announced for 17–19 February will be cancelled. If a solution is not found, the strikes will start on Tuesday 17 February 2026 at 00:01 and end on Thursday 19 February 2026 at 23:59.

The key points of contention are developing the terms and condition of employment and the level of pay increases. JHL considers the propositions of the employer party insufficient.

The strike action concerns Hali’s member companies that apply the collective agreement for the private social services sector. Strike action is supported with a ban on temporary transfers and an instruction to do work shift changes only as overtime work, and they continue to be in effect.
