Implementation of the level pay system is postponed in the sectors that are covered in appendix 7 of the general collective agreement for the welfare sector

Implementation of the level pay system in the sectors that are covered in appendix 7 of the general collective agreement for the welfare sector is postponed from April 2027 to July 2027.

Local Government and County Employers KT and the principal negotiating organisations have approved a change to appendix 7 (technical and rescue sector) of the general collective agreement for the welfare sector (HYVTES). The change concerns postponing the implementation of the level pay system. The level pay system was originally going to be implemented on 1 April 2027, but it has been postponed by three months to 1 July 2027.

The change has been documented in an amendment to the collective agreement and a circular, which will be published soon in Finnish and Swedish.

The pay reform of the HYVTES agreement appendix 7 is in progress. It is going to be approved by the administrations of the parties at the latest in February 2027. Preparations of local implementation will be done in March–June 2027.

Other collective agreement pay increase allowances than the across-the-board increase will move to the time of implementation.

To compensate for the postponement of the pay increase allowances, all employees will be paid a 1.6% percentage-based pay supplement from 1 October 2026 to 30 June 2027 and an additional 0,8% percentage-based pay supplement from 1 April 2027 to 30 June 2027.
