Conciliation proposal in the state sector collective bargaining dispute – answers will be submitted on Monday

13.4.2025

The National Conciliator submitted today a conciliation proposal in an effort to resolve the persistent deadlock in the state sector collective agreement negotiations. The negotiating parties submit their answers to the proposal on Monday, and after that we will know whether the announced strikes start on Tuesday.

Trade Union JHL’s Executive Committee and Union Council will meet on Monday to decide on approving or rejecting the conciliation proposal, as will the executive bodies of all other negotiating parties.

The National Conciliator requires answers to the conciliation proposal by 7 pm on Monday. If the executive bodies of the negotiating parties do not approve the proposal, it means that the strikes on 15–16 April will go ahead.

The general level is just

The negotiating parties disagree on pay rises. The employer offers the state sector employees a pay settlement that is clearly below the general level and has not changed this offer in the negotiations. The employee side has a clear demand: the pay rises of the state sector, too, must match the general level.

The Trade Union for the Public and Welfare Sectors JHL, Trade Union Pro and the Negotiation Organisation for Public Sector Professionals JUKO represent the employees in these negotiations, and Office for the Government as Employer (VTML) represents the employer.

JHL’s negotiators are Senior Bargaining Specialist Harri Turunen and Bargaining Specialist Teija Wikman.
