A mutual understanding on the collectively agreed pay increases in the municipal and welfare sector

Local Government and County Employers KT and the principal negotiating organisations have reached a mutual understanding on the collectively agreed pay increases in the municipal and welfare sector. Each agreement sector still needs to finalise their negotiation result, and the result has to be approved by the administrations of the negotiation parties.   

Local Government and County Employers KT and the principal negotiating organisations Public Sector Union JAU (=JHL and Jyty), the Negotiation Organisation for Public Sector Professionals JUKO and the health and social services sector’s negotiation organisation Sote ry reached on 29 April at 10.15 pm a mutual understanding on the collectively agreed pay increases in the municipal and welfare sector.

Getting to the final negotiation result still requires completing all agreement sector specific collective agreement negotiations of the municipal and welfare sector. The result also has to be approved by KT and all the employee organisations before it becomes effective. The administrations of KT and the employee organisations will process the result in their meetings in the next few days. 

Negotiations that concern half a million people   

The current collective agreements for the municipal and welfare sector are valid until 30 April 2025. Negotiations on the new agreements started on 11 March 2025.   

The agreements of this sector concern about half a million employees who work in municipalities, wellbeing services counties and companies owned by these. About half of the operating expenses of municipalities and wellbeing services counties consist of personnel costs. The number of collective agreements is 13. 

More information on the content of the negotiation result will become available when all administrations have approved the result.
