The state sector collective agreement brings general-level pay increases – the first pay rise in July

JHL’s Union Council has approved on 5 May the negotiation result of the new state sector collective agreement. The other employee organisations JUKO and Trade Union Pro have also approved the agreement. The Office for the Government as Employer still needs to submit the negotiation result for the Government of Finland to approve. This will happen in May.

The agreement period of the new collective agreement for state civil servants and employees under contract (collective agreement for government) is from 1 March 2025 to 29 February 2028. However, the agreement can be terminated already on 28 February 2027 by delivering a notice of termination by 31 December 2026.

Pay increases during the agreement period match the 7.8% general level. The first across-the-board increase is 2.4%, on 1 July 2025.

All strikes and industrial actions that have been announced earlier are cancelled with immediate effect. This ends also the bans on overtime and shift swaps and the ban to accrue flex hours, which have applied to state sector employees in a contractual employment relationship.

Agreement after long and hard bargaining

The negotiation result for the 76,000 state sector employees was achieved on 30 April. The National Conciliator stepped in to conciliate the dispute on pay increases in the beginning of April. After two rejected conciliation proposals, the solution was found in negotiations between the parties.
