The conciliation proposal for universities was approved – the new collective agreement becomes effective

All negotiating parties approved the National Conciliator’s conciliation proposal. The new collective agreement becomes effective immediately. Pay increases amount to 7.8% in three years.

All negotiating parties told today that they approve the conciliation proposal which the National Conciliator Anu Sajavaaran had issued for the collective agreement dispute of universities.

This approval means that the conciliation process and collective agreement negotiations end, and the new collective agreement for universities is based on the proposal and it is now ready.

Reaching an agreement cancels the strike that was planned for 27 May in Helsinki and Turku.

The new collective agreement becomes effective now

The new collective agreement becomes effective today, 21 May 2025. It covers a period until 31 March 2028.

– The agreement secures sufficient general increases for JHL members who work at universities, so we can be happy with the result, comments JHL’s Bargaining Specialist responsible for this agreement, Matti Sallila.

This agreement is a 2+1 type of agreement, where the last year can be cancelled with a notice of termination by the end of the year 2026. Termination is possible if the parties want to renegotiate the pay increases for the last year, for example because the overall economic outlook has improved.

Sallila wants to express thanks to all members and actives.

– Without your participation and support we would still not be there, he thanks.

Pay increases at universities in 2025–2027

The pay increases of university employees amount to 7.8% in three years.

Pay increases at universities in 2025

  • 2.5% general increase on 1 July 2025

General increase means a pay increase that is the same for everyone covered by the collective agreement.

Pay increases at universities in 2026

  • 2.2% general increase on 1 June 2026
  • 0.3% local amount on 1 December 2026

Local amount means an allowance for pay increases that the employer decides. It can be used to increase job-related salary elements or personal salary elements.

Pay increases at universities in 2027

  • 2.0% general increase on 1 June 2027
  • 0.4% local amount on 1 December 2027
  • 0.4% organisation amount on 1 December 2027

The organisation amount is used for a pay system development working group and teacher training schools’ working time and pay working group. 

The Trade Union for the Public and Welfare Sectors JHL, the Negotiation Organisation for Public Sector Professionals JUKO, and Trade Union Pro represent the employees in the collective agreement negotiations for universities, and Finnish Education Employers represents the employers.
