2027 will be a big year for JHL: new decision-makers and leaders for the union and two elections

29.10.2026

JHL’s year 2027 culminates already in early spring when the members elect new decision-makers in Union Council elections. In the summer the new Union Council will choose a new leadership trio for the union.

The Union Council has approved Trade Union JHL’s budget and operational plan for the year 2027.

Trade Union JHL will start the year 2027 with plenty of action. The voting period of JHL’s Union Council elections begins on 8 February. The voters will elect 120 members to JHL’s Union Council, which is the highest decision-making body of JHL.

The new Union Council will start its five-year term with an organisational meeting in June. During the three meeting days the council members will decide who become JHL’s President and Chief Executive Officers for the next term.

In that same meeting the Union Council members will also choose a new Executive Committee for Trade Union JHL.

After the Union Council elections and before the new council’s organisational meeting, Finland will have parliamentary elections in April 2027.

Balancing the budget takes several years

Next year’s total membership fee of Trade Union JHL and the unemployment fund is going to stay the same as this year. The Union Council has decided that the total membership fee of the trade union and the unemployment fund will remain 1.1% of the member’s gross income.

Other membership fees will also remain at the same level as this year.

JHL’s membership fees in 2027

  • membership fee, trade union + unemployment fund: 1.1% (JHL 0.7% + unemployment fund 0.4%)
  • membership fee of self-employed members: €20/month
  • minimum membership fee: €8/month

JHL is going to fund its operations next year with membership fees revenue, investment income and proceeds from sale of assets.

The union is determined to bring its finances into balance, but that will take time. The goal is to balance revenue and expenditure by 2030.

Director of Finance Anne Karjalainen presented JHL’s budget for 2027.

JHL’s budget for the year 2027 shows a deficit, but the deficit is a little smaller than in the budget for the year 2026.

The Union Council decided in budget discussion about additional funding for work at educational institutions and recruitment of student members. This work will be done all around Finland. The additional funding was proposed by Jarno Strengell from Southeast Finland.

JHL reserves a significant sum of money in next year’s budget for elections. The first elections are Trade Union JHL’s Union Council elections in early 2027.

Then in April 2027 Finland will have parliamentary elections. These parliamentary elections are exceptionally important for Finland’s future.

Trade Union JHL wants to restore a balance where employees have enough security in the world of work. JHL will actively raise its views in discussion leading up to the parliamentary elections and will campaign together with the Central Organisation of Finnish Trade Unions SAK and other unions.

Successful attraction and retention of members are essential for sustainability of membership fees.

JHL’s Union Council met in Helsinki on 28 and 29 October.
