Industrial actions are a means of exerting pressure in situations where no agreement or understanding is reached with the employer party, and it is not possible to take matters forward only by means of negotiating. On this page, your trade union JHL has gathered information and instructions related to its industrial actions.

Bans on overtime and shift swaps

The ban on overtime and shift swaps that concerned the Private social services sector  has ended on Tuesday 28 June 2022 at 12.01 am.

  • The fourth ban on overtime and shift swaps that concerned the entire municipal sector from 18 April to 8 June 2022 has ended.
  • The third ban on overtime and shift swaps that concerned the entire municipal sector from 4 to 10 April 2022 has ended.
  • The second ban on overtime and shift swaps that concerned the entire municipal sector from 21 to 27 March 2022 has ended.
  • The first ban on overtime and shift swaps that concerned the entire municipal sector from 7 to 13 March 2022 has ended.

Strikes that have ended

  • Strikes in the private teaching sector started on 3 May and ended on 10 May.
  • Strike in Helsinki, Espoo, Vantaa, Kauniainen, Kuopio, Turku, Tampere, Jyväskylä, Oulu, Rovaniemi started at 12.01 am on on 3 May and ended at 11.59 pm on 9 May.
  • The strike in Turku and Oulu started at 12.01 am on 6 April and ended at 11.59 pm on 7 April 2022.
  • The strike in Tampere and Kuopio started at 12.01 am on 29 March and ended at 11.59 pm on 30 March 2022.
  • The strike in Rovaniemi and Jyväskylä started at 12.01 am on 23 March and ended at 11.59 pm on 24 March 2022.

Thank you to everyone who participated in the strikes for defending the terms and conditions of employment. You must apply for the strike benefit within three months from the end of the strike.

Ten cities in the municipal sector were on strike from 3 to 9 May. The participants have been instructed in the holiday pay case as follows:

Office-holders and employees ruled out of the strike because of annual holiday
If a member’s annual holiday takes place immediately before or after the strike, the strike will affect their holiday pay. For this reason, JHL has ruled the members out of the industrial action whose annual holiday would end immediately before the strike, or whose holiday would start immediately after the strike. This also applies to situations where a member’s holiday has been confirmed to start midway through the strike.

In practice, this limitation means that members in a situation described above can work normally during the strike after notifying their shop steward.

If you want to avoid the aforementioned holiday pay cut, do the following:

  • For example, if your holiday ends on 2 May, complete the next shift marked on the shift roster if it falls during the strike.
  • If your holiday starts on 10 May, complete the shift marked on the shift roster that precedes your holiday if it falls during the strike.
  • If your holiday starts during the strike and ends after the strike, complete the shift marked as last on the previous shift roster seen from the starting date of your holiday, if the shift falls during the strike. For example: Your holiday starts on 9 May and ends on 15 May. On the shift roster, your last shift before your holiday has been marked for Friday 6 May. Make sure to complete this last shift, although it falls during the strike.

This interpretation does not eliminate the fact that if your holiday starts first, you will be on holiday. If the strike starts first, you will be on strike. If the strike starts on 3 May and your holiday on 4 May, you will be on strike and JHL will pay you a strike benefit.

Strike benefit

Read this important information!

The strike benefit  is EUR 160/day. Apply for it after the strike is over through myJHL. You can apply for it within 3 months from the strike.  After that, the application system will be closed. The part of the strike benefit that exceeds EUR 16 is income subject to tax (88 §, Income Tax Act, tuloverolaki, TVL/ decision by Finnish Tax Administration ). Of the total strike benefit of EUR 160, the net benefit is EUR 95.20 a day. It is not necessary to submit your tax card. After the strike is over, JHL will pay benefits once a week. The union will notify the Finnish Tax Administration of the sum of strike benefits paid.

PLEASE NOTE! Concerning a week-long strike, strike benefit will be paid for a maximum of five days. This goes for all of JHL’s week-long strikes.

Whom the benefit is paid to

The benefit will be paid to members in the object of the strike who have participated in the strike. To get the benefit, one must fulfil the following terms and conditions:

  • The member has joined the union before the strike started. At least the first membership fee must be paid before the strike benefit can be paid.
  • Even “old” members must have paid their membership fees.
  • The member must abide by the decisions and instructions issued by JHL.

If you joined the union right before the strike, there may be a slight delay before the strike benefit application form appears in myJHL. This has to do with a delay in processing membership applications.

Strike benefit will not be paid:

  • for working days/shifts done by those with a permission to work or done as emergency work.
  • to those who have joined JHL midway through the strike.

It is a fraud to apply for the strike benefit on false grounds.

Student members and temporary employee members

JHL’s student members and temporary employee members who have refused during the strike to carry out work tasks subject to the strike in a locality that the strike applies to have the right to strike benefit (PLEASE NOTE! The strike must be declared by JHL, and your JHL membership must have started before the strike).

The work shift offered must be verifiable in writing or in a picture (say, a screen capture of a text message or an e-mail message/picture of the work offer). Attach the document in the strike benefit application. JHL’s regional office in the strike area will give you the online link for applying for the benefit.

How to apply for the strike benefit in myJHL

Log into myJHL, the strike benefit application is in the lower left corner of the page. Add your bank account details on the application form, mark your strike days, assure that the information given is correct, and save the form. After that, the member branch will review and approve the application. The payment will then be ordered. Benefits are paid once a week.

Members of other SAK-affiliated unions

Members of other SAK-affiliated unions apply for the benefit through an online link. JHL’s regional office in the strike area will give you the online link for applying for the benefit.
