In the collective agreement negotiations, JHL is aiming for pay raises that will secure employees’ purchasing power. However, the pay raises alone are not enough because of the decreased ability to cope at work.
This winter and spring, the Trade Union for the Public and Welfare Sectors JHL is negotiating on the 2023 pay raises in approximately 50 collective agreement sectors. JHL is demanding that next year's pay raises secure purchasing power. Purchasing power has decreased this year, and the decrease must be stopped.
The Trade Union for the Public and Welfare Sectors JHL and Finnish Seafarers’ Union have founded a negotiation organisation for harbours and waterways, “Satamien ja vesiväylien Unioni”. Its duty is to negotiate the collective agreements of ferries and the harbour sector. The current disruption in the labour market requires that the trade unions cooperate even more intensely than before.
Members of Trade Union JHL are not involved in the means of exerting pressure that Tehy and SuPer are executing around Finland. JHL reached an agreement on the municipal sector's terms and conditions of employment already in June. The agreements also apply to the health and social services sector.
Trade Union JHL is happy with the new municipal collective agreement and five-year pay regime that were achieved last June. An agreement has also been reached on the health and social services sector agreement. A five-year pay regime is also a part of that entirety. During this autumn, the agreement parties will negotiate on targeting the first arrangement instalment exceeding the general line.
This week, the sector’s new terms and conditions of employment were worked on in three meetings. At the end of April, the private social services sector’s collective agreement will cease to be valid.
In the rail sector, a general raise will be paid to all employees in June 2022. The agreement, say, specifies definitions of working hours and the right to postpone one’s annual holiday.
Päivi Niemi-Laine, President of Trade Union JHL, emphasises that the union is aiming for a sustainable pay regime for its occupational sectors. The union is also aiming for general pay raises which would secure purchasing power.
Arkea Oy, owned by the City of Turku, is again planning to switch to another employer union and transfer the employees to be covered by cheaper collective agreements. The Central Administration of the city has given its blessing to the plan. The city management feels that the savings programme that was previously agreed on is not enough anymore.

During the upcoming round of collective agreement negotiations, Trade Union JHL will be aiming for clear pay raises. The raises must mainly be paid as general raises to all employees. Low-pay sectors need so-called targeted raises to level out unjustified differences in pay.
A local branch is a member's home base. Local branches work to improve the working conditions of their members. They also provide recreational activities.
The collective agreements for private sectors determine the terms and conditions of employment in municipal and state companies and enterprises, associations and foundations and in many social services sector companies, among others. Also a private individual, such as the employer of a personal assistant, may act as an employer.
Collective agreements for the public sectors apply to people working for municipalities, for the Finnish state and in the church sector.
Trade Union JHL's most important task is to negotiate its members' terms and conditions of employment. Collective agreements determine pay, working hours, the right to annual holiday, and sick-time pay, among other things.
