Mediation of the collective agreement negotiations of the private social services sector is in progress – JHL boosts negotiations with a strike in February

Mediation of the collective agreement negotiations of the private social services sector began on Monday at the National Conciliator’s Office. The parties have met several times this week, and mediation of the conflict will continue next week. JHL has issued a strike warning to boost the negotiations. The three-day long strike has been announced for 17–19 February 2026.

The negotiations are deadlocked over developing the terms and conditions of employment in the sector and over the level of pay increases. JHL’s view is that the propositions of the employer party are not at a sufficient level.

The strike that JHL has announced concerns Hali’s member companies that apply the collective agreement for the private social services sector. The strike is due to start on Tuesday 17 February 2026 at 12.01 am and end on Thursday 19 February 2026 at 11.59 pm. To support the strike, JHL has also issued a ban on temporary transfers and an instruction to do work shift changes only as overtime work starting from 30 January.
