JHL – concluding collective agreements
Collective agreements stipulate the minimum level of terms and conditions, which shall be abided by employers. However, terms and conditions that exceed the minimum level defined in the collective agreements may be agreed upon at the workplace.
The Finnish collective agreement (TES) stipulatesthe terms and conditions of an employment relationship.
The collective agreement for central government (VES) stipulates the terms and conditions of service for public servants holding official positions in the central government and the church sector, including regulations on remuneration, working time, holidays, industrial peace and local collective bargaining.
The general public sector collective agreement for local government (KVTES) stipulates the terms and conditions of employment in local government service.
In addition, the terms and conditions of employment in local government service are stipulated in six other collective agreements and in the collective agreement of AVAINTA Employers (AVAINTES).
Collective agreements for the private welfare sector are applied in companies owned by the state and the municipalities and in public enterprises. The private sector employers also include registered associations and foundations and companies not owned by the state or the municipalities. A private employer may also be a private person (e.g. the employer of a personal assistant).
