The central government sector
JHL’s representational activities in the central government sector cover ministries and state institutions and offices. The activities are financed through taxes.
JHL negotiates collective agreements for state institutions and offices. The agreements are also applied by some private employers.
Type of contract
Your contract with the state may be either
an employment relationship or
a service relationship. In the government sector the majority of the contracts are service relationships, because the tasks involved are often official in nature. The contents of an employment and service relationship have become more similar to each other, and there are no significant differences in pay levels.
A service relationship is based on an appointment and
an employment relationship on an employment contract. These documents are drawn up at the start of the employment or service relationship. The terms of employment are determined according to what is stipulated in the collective agreements and legislation.
Collective agreements
JHL’s members work in the central government sector, i.e. in ministries and state institutions and offices, in professional tasks and demanding managerial and specialist positions. The union works to improve the members’ employment terms and strengthen their position.
